Emmetsburg is the county seat of Palo Alto County, which was established on January 15, 1851. Palo Alto was named for the first major victory of the Mexican War in 1846. An early county seat was established at Paoli, and then at Soda Bar, but in 1875, Emmetsburg became the county seat. Emmetsburg was name for the Irish patriot, Robert Emmet(1778-1803).
